I haven't really messed with Vanilla in a while, but my all time choice would phpBB...easy to use and customizing it is pretty simple.

It depends. My personal choice would be phpBB, since it's more like a traditional forum by default. Vanilla just seems weird and has an almost unusable design.
But that's just my opinion. Some people like strange forum designs where content is shown in a single big list by default and where most features are only implemented through add ons.

But fair dues as I have to agree .
3.1 is a pretty big improvement on 3.0 and 3.2 Rhea isn't far away which is even better .
