Update to Showcase:-

Sites submitted to the Showcase must be at least 3 months old and have more than 500 posts. The Showcase is to showcase the work you have done with your community, not to advertise brand new sites.

Any sites not complying with this from today will be declined.

You could use the Community Promotion forum, make sure you read the usage rules.

When I click "Create Item" the "Community Showcase and Reviews" under category are disabled.

Sorry for the delay - the permissions system for Showcase changed a bit, and I had to fix the category permissions.

UPDATE - Just noticed you need to have 500 post count, mines not enough by a long shot, not been open for long.
