SEO advice about forum categories vs post tags

I have a doubt, which is the best SEO practice if you have a news site with categories like

Politic, technology, Medicine,

but you want a forum community, so, - which categories name should have the forum?, considering that

Politic, technology, Medicine, are categories on the main site...

and any other important word, like,. america, europe, asia, are tags.

I know very little about SEO but my limited experience screams content above keywords. If your content is rich, unique and current, Google appears to put far more weight on that than any keyword stuffing. The only thing I'd add is that some forum platforms appear to do a far better job at exposing content to search engines so that may well be an important factor as well.
