Need advice on creating admin panel and more!

All of your questions have been answered, implemented, and improved in existing off the shelf forum solutions.

If you want to create one from scratch, why don't you take a look at how these existing solutions work? That will be a faster teacher than trying to ask.

Keep in mind that this community is for forum admins (people who run forums), not forum developers. You might find a more appropriate community on GitHub or some dev related site. Most of us run large, production sites where we depend and demand on best-in-class forum or community software. Not to be unkind, but we're not going to care about your hobbyist idea for a forum software until you have a production-ready platform that has a professional team of developers and support staff, it's been security audited, it works on a range of hosting solutions, and it offers features better than what we already get.

I think you misunderstood me. I'm not building a forum in order to sell it, I'm making one for my own. Right now, I'm in the process of building it.

1. When I will have admins on my forum, should I let them take punitive actions against me when I step out of line on the forum?
That sounds like a recipe for drama. Running a site is a big responsibility and it's important to be open to feedback, but I'm not sure letting admins punish you is really a good idea.

If you're really drunk, you should probably avoid doing any sort of moderation and put it off until you can deal with it fine.
2.Can you give me a good example of how an admin panel should look like: setting privileges, manage user permissions, banning users, giving admins certain permissions depending on their rank and all of that?
You likely want to look at a bunch of software for inspiration.

If it's a custom software, you may be able to just get away with `if admin then do this` type logic rather than actual permissions, although you may want a bit more flexibility by defining granular permissions you assign to roles.
3.What sort of ratings should a user have. Like, for example, the user has answered fellow forum users questions and in return he receives some sort of rating for answering that question from the user that posted the question, like stars or thumbs up or something like that. I think users should be compensated in some way for such forum activity in order to keep them motivated and be more active in the community.
A level system, perhaps?
