As far as VPS, I'll list Ramnode as well. I currently have three VPSs with them, and they have been great so far.

As far as budget hosting, t1hosting.com is great for those on an extremely tight budget. It's owned by the same guy who runs Icyboards, so he's been able to gain quite a following so far.
