Any decent photo editing software has resize, including Windows Paint (which comes with Windows). (Sorry I can't make a recommendation of other software - I use an ancient version of PhotoShop.)

FastStone is great for resizing multiple images at once. It takes some getting used to do to learn how to use it and setup the image resizing properly.

If you go to the Adobe website, I believe there is a link where you can download CS2 for free. Yes, it's an old version, but it's still Photoshop; you can resize images and a whole lot more with that program!

I have photoshop, and paint shop pro, but I cant' install them on my computer.
So, I use this online photo editor: pixlr.com (It can crop, and resize)
For an online editor, I was quite impressed with all the features built into it.
Worked for me every time.

I like portable versions of software.

several types of image editing software here >> http://portableapps.com/apps

also, download.com has a portable version of faststone image viewer (editor)

if you cannot install new software, you may be able to run a portable app from a flash drive or cd. worth a try.

IrfanView is pretty good for resizing and doing basic edits to images if you don't want/need a more advanced image editor. You can get it for free here:
